The Project Controls Cost Analyst job family is responsible for all project cost control activities in support of engineering, materials management, construction, start up and operations. Project controls provides the tools and systems necessary to effectively and proactively manage, control, and report on cost and schedule for concurrent projects throughout the organization.
PRIMARY RESPONSIBILITIES :
Services include planning, cost and schedule (work breakdown structure) metrics and tools, collecting performance data (installed quantities, expended labor hours, and other progress measurements for direct hire and subcontract work), tracking data (daily cost compilation and monitoring), analyzing (earned value, productivity and risk analysis), and reporting.
Identifies and tracks all changes or potential changes to the project scope, ensuring estimates of cost changes and schedule impact are given visibility with the client and project management.
Integrates cost and schedule data and reporting with the company’s accounting and management information systems to facilitate meeting company performance and financial goals.
May also be involved in change control management, and critical path method network analysis.

Assists in the development and maintenance of work breakdown structures (WBS) and helps to insure the effective use of project coding for all cornerstone applications.

Investigates causes of variances between estimated, committed, and actual amounts and recommends solutions or recovery plans.
Measures progress and reviews performance trends.
Understands and applies knowledge of project revenue and cost.
Possesses strong computer skills with a developing knowledge of company cornerstone applications.
Certification: Pursuit of the CCC (Certified Cost Consultant), CCE (Certified Cost Engineer), ICC (Interim Cost Consultant), PSP (Planning and Scheduling Professional) or EVP (Earned Value Professional) and/or PMP (Project Management Professional) or CAPM (Certified Associate in Project Management) certification is encouraged.
Bachelor’s degree in engineering, construction, business or related field, or demonstrated equivalent and related experience.
Entry-level position. Some experience in engineering, procurement and construction projects or maintenance projects in a cost control position, similar to that obtained through an internship, is favorable. Demonstrates the aptitude and ability to support the development, implementation and maintenance of effective cost control programs.

Introduced to financial terminology, measures, concepts and principles for analysis of financial data.
Exposed to processes that increase recognition of financial impact of various project actions.
Exposure to WBS concepts and principles.
· Technical Skills
Researches data for subsequent use in analyzing cost and schedule analysis.
Developing knowledge of accounting principles.
Developing ability to use drawings and specifications.
Exposed to progress/performance data and associated concepts and principles. Assists in the collection of progress data and review of performance trends.
Develops knowledge of earned value concepts, principles and methodology.
Collects data and produces an initial analysis on manpower, labor hour, and labor cost requirements versus budget limitations.
Collects data and produces an initial analysis for tracking actual cost to funding limitations.
Provides support for tracking purchase orders and subcontract commitments and expenditures.
Exposed to the concepts and principles of project revenue and cost.
Develops knowledge of scope control and change management.
Exposure to basic scheduling and cost baseline fundamentals, concepts and principles.
Advanced Excel and Access skills are a must.
Preferred SQL and exposure to BI type solutions.
Attention to detail.
Exhibits confidence and a positive attitude.
Possesses a fundamental understanding of Critical Path Method (CPM) scheduling.
Assists in the development and maintenance of work breakdown structures (WBS) and helps to insure effective use of project coding for Company's cornerstone applications.
