Job Description

Our AECOM Philadelphia Transportation group is seeking a Construction Manager to work on the Amtrak ADASP program.

General Program Description

The Amtrak ADA Stations Program (ADASP) is responsible for bringing Amtrak stations into compliance with the Americans with Disabilities Act. The ADASP implements design and construction of infrastructure improvements to provide accessibly to Amtrak’s intercity rail transportation system. This position will be part of a Joint Venture (AECOM & Jacobs) that is providing staff and services to Amtrak.

Responsibilities include, but are not limited to:

The Construction Manager (aka Contracting Officer’s Technical Representative (COTR)/Resident Engineer (RE) is responsible for providing technical and construction oversight of several concurrent construction contracts throughout the contracting life cycle from solicitation through final acceptance of contractor’s work and contract closeout. The COTR/RE is the appointed technical liaison between the Contracting Official and a contractor. The COTR/RE monitors the contractor’s performance and provides technical advice to the Contracting Official and contractor within the scope of work for a contract. The COTR/RE is the primary point of contact regarding a contractor’s performance.

Construction projects will be at locations throughout the continental U.S.A. The COTR/RE’s work is performed primarily remotely (off-site approximately 80% of working time) with travel required to project locations to review the contractor’s work (on-site approximately 20% of working time).

The COTR/RE works directly with the Contracting Official, Design Manager and Designer of Record, and reports directly to the program’s National Construction Manager.

The COTR/RE’s responsibilities include:

  • Encouraging and supporting a culture of safety on all projects.

  • Assuring work is executed in accordance with the contract as well as good engineering and construction practices.

  • Being thoroughly familiar with all pertinent contract documents.

  • Verifying that the contractor’s work is in conformance with applicable contract drawings and specifications.

  • Managing the contractor’s work and coordinating with Design Manager, operations department, safety department, and engineering department personnel so that the interests of client are always considered.

  • Managing the contractor’s work to allow Amtrak, host railroads, third parties and other project stakeholders to continue their on-site operations throughout the project.

  • Judging the quantity, quality, fitness, and acceptability of all parts of the work.

  • Accepting work based on specified criteria and testing results.

  • Interpreting technical specifications and drawings.

  • Coordinating with the Design Manager and Designer of Record on clarifications to the contract scope of work.

  • Reviewing the contractor’s construction submittals on means and methods and delegating the technical reviews to the Design Manager or Designer of Record.

  • Managing field personnel responsible for inspection of the work in progress.

  • Performing site visits to inspect the work in progress.

  • Monitoring the contractor’s quality for compliance with the contractor’s approved quality control / quality assurance (QA/QC) plan.

  • Monitoring contractor’s work for completion within the approved contract time and price.

  • Implementing claim preventive actions by working with the contractor to proactively resolve issues.

  • Managing the contract closeout process, including making recommendations on the substantial completion of work, developing a punch list of minor remaining work, and making a recommendation on the final acceptance and final completion of the contract work.

  • Managing the contractor’s performance of warranty work during the contract’s warranty period.

  • Keeping thorough records of actions taken that impact the contractor’s ability to deliver or perform.

  • Maintaining all communications with the contractor.

  • Retaining all project reports and documentation in the Unifier document control system.

  • Hosting weekly contract progress meetings and preparing meeting minutes to be distributed to all attendees.

  • Attending meetings as required which relate to program management, design, procurement, third party coordination, historic preservation, railroad operations, and public outreach.

  • Maintaining contract logs for non-compliance notices (NCNs), change orders, requests for clarification (RFI’s), submittals, and other as needed.

  • Conducting quality assurance audits.

  • Receiving and reviewing progress reports from the contractor.

  • Assisting the Project Scheduler in reviewing the contractor’s proposed schedule of values, baseline schedule, schedule updates, and schedule recovery plans.

  • Assisting the Project Scheduler in assessing contractor’s requests for changes to the contract time (period of performance).

  • Recommending approval or disapproval of applications for payment (invoices).

  • Providing written weekly reports that document the status of the contract and the contractor’s progress.

  • Documenting any schedule delays, including cause and responsibility, to defend against possible delay or acceleration claims.

  • Notifying both the contractor and the Contracting Official of any performance or technical deficiencies by the contractor, or any violations or failure to conform to the terms and conditions of the contract.

  • Assisting with the Contracting Official in preparing contract correspondence.

  • Assisting the Contracting Official in assessing and negotiating contractor’s requests for change orders and claims.

  • Assisting the Contracting Official in closing out a contract by confirming the contractor’s technical deliverables have been received and accepted.

  • Assisting the Contracting Official in completing contractor performance surveys.

Qualifications

Minimum Requirements:

  • Bachelor's degree in Architecture, Construction Management, or Engineering and eight (8) years of related experience in construction or demonstrated equivalency of experience and/or education

  • Due to the nature of work, U.S. Citizenship is required for this position

  • Valid Driver’s License required to visit project sites, clients, and other AECOM offices. As a condition of employment, selected candidate must pass a Motor Vehicle Records review

Preferred Qualifications:

  • Registered Architect, PE, CCM, or PMP

  • 10 years of experience in Construction and Construction Management

  • Working knowledge of Microsoft Office Suite

  • Construction oversite and inspection experience with a focus on facility renovation, historic preservation, rail transportation and ADA compliance

  • Communicate fluently in both the spoken and written English language

  • Willing and able to travel +/- 20%

Offered compensation will be based on location and individual qualifications. The expected range is $120,000.00 - $160,000.00.
