Purpose and Scope :
Provides direct Fallon Security Program services as it pertains to classified materials, facilities, and equipment in accordance with DoD Directive 5220.22-M, National Industrial Security Program Operating Manual (NISPOM) and COMSEC Material System (EKMS-1).
Responsibilities as the COMSEC Local Element for Fallon Tactical Training Range program (FTTR only)
FSO appointed in writing by the EKMS Manager
Perform semiannual COMSEC inventories (FSO) Completion of FSO training course,
Completion of COMSEC Material System (CMS) Training
Designation as EKMS Local Element User,
Completion of DoD Security Institute (DoDSI) course in Industrial Security.
Monthly inspections for performance and compliance on departments.
Complete quarterly self- inspection checks, with NSWC Fallon, as required by EKMS handbook.
Ensure and coordinate annual keying of EKMS equipment is conducted.
Ensure and coordinate software updates on EKMS equipment is conducted.
Attend and represent as the point of contact on the FTTR contract for all external audits, meetings and training as required by the EKMS Manager. (FSO/ALT depending on topic of meeting)
Responsibilities with Physical Security for the NWTTR Program (Fallon, Yuma, Pac Norwest)
Update and ensure work instructions comply with required and updated directives.
Conduct physical security audits for 17 remote EW sites and Technical Library.
Assist with the processing of personal security clearances via JPAS/e-Qip
Assist non cleared employees NAC-I investigations.
Conduct Active Shooter training or other required physical security training as required by NSWC Corona
Develop excel reports as directed from contract CDRL’s or specific request of information from FTTR or Corona NSWC
Investigation Security incidents/violations for the NWTTR contract.
Site inspections with NSWC to ensure RAA/CAA compliance.
Maintain listing of all Classified safe containers.
Perform annual Technical Library inventories with FTTR NSWC.
Attend and represent as the point of contact, for the NWTTR contract on all external audits, meetings and training as required by NAWDC, NSWC FTTR and NSWC Corona.
Represent FTTR at NAS Fallon Emergency and security meetings.
Coordinate with NAS Fallon Security for manning of roving patrol and security checks at the Centroid and surrounding areas.
Travel to other Ranges as the NWTTR POC for CTTR requirements.
Travel to Lemoore, CA and PNW Range for assistance with Physical Security related issues, audits to ensure compliance, meetings, and URS point of contact with NSWC with physical security.
Perform all other position related duties as assigned or requested.
Associate Degree in Business Administration or Security or equivalent and at least 3 years DoD security related experience. Three years’ experience in Industrial Security IAW DoD 5220.22M (NISPOM). Possess two years’ of experience administering personnel and industrial security programs. One year of experience coordinating training programs and conducting training classes. Must have or be able to obtain Industrial Security Management Certification. Completion of FSO training course. Completion of COMSEC Material System (CMS) Training. Designation as EKMS Local Element User. Completion of DoD Security Institute (DoDSI) course in Industrial Security. Requires operating application software, including word-processing and spreadsheet programs.. Possess a valid state issued driver’s license. Must possess and maintain an active DoD Security Clearance.
