Job Description

AECOM is seeking a Requirements Manager/Engineer. The ideal candidate will be responsible for partnering with project managers to guide and ensure that all aspects of rail development and enhancement projects adhere to industry regulations and requirements. In this role you will provide leadership for the overall Requirements Management process, reporting to a Program Manager and will oversee the contractors performing all requirements management activities. This role assumes the ultimate ownership of the entire requirements repository from the contractor upon completion of the contract.

Duties and Responsibilities

  • Management and mentoring of a team of Requirements Engineers

  • Oversee program wide requirements management strategy to assure fulfilling the project objectives, including Operations, Maintenance, and Safety and Security requirements.

  • Compose, update and revise the Program Requirements Management Plan.

  • Prepare and interpret requirements management specifications for all contracts in need of requirements management.

  • Oversee and audit contractors performance of requirements management per specifications.

  • Coordinate and oversee Construction Manager performing RM tasks during construction, testing and acceptance stages.

  • Participate in the change management process to ensure requirements change impact assessment being performed by contractors

  • Coordinate with and support Safety and Security Certification process's needs for requirements traceability generated from RM process.

  • Liaise with the different design discipline leads or deputies to ensure acceptance of requirements and the type of evidence to be provided as part of V&V process.

  • Prepare and conduct requirements management training for the design team

  • Create and manage project specific requirements database

Qualifications

  • Master of Engineering degree (or equivalent education) in an appropriate engineering discipline from an accredited college or university.

  • 8 years of relevant post education experience in engineering, civil and infrastructure design

  • Strong experience in managing the review and approval of documents and discipline-specific deliverables, certifications, processes, and plans in a multi-project environment is highly desirable.

  • 5 years of relevant post education experience in engineering, civil and infrastructure design.

  • Advanced proficiency with civil engineering principles, practices, process, design/build, standard of care, and the application to permitting and project work-related issues.

  • Advanced proficiency with infrastructure design.

  • Strong working knowledge of relevant civil construction laws, codes, regulations, compliance practices, and record-keeping requirements, and the business impact upon the organization.

  • Works independently and provides guidance and leadership to mid-level to senior level team or project members, with strict adherence to QA/QC.

  • Excellent leadership and interpersonal communication skills with the ability to effectively, persuasively, and tactfully interact with employees at all levels of the organization.

  • Tactical lateral thinking and strong analytical skills with attention to detail and prioritization of responsibilities in a pressure work environment.

  • Ability to elicit cooperation from a wide variety of sources, including senior management, clients, regulators, and company-wide staff, including those with whom no formal hierarchical relationship exits.

  • Proficiency in the use of the BENTLEY ComplyPro requirements management tool is essential, and experience with IBM DOORS NG is advantageous.
