Job Summary

The Marine Engineer will be led by, report to and support the Chief Resident Engineer (CRE) who will be nominated as The Engineer on the client’s 3 EPC contracts:

  • EPC contract 1: marine works (incl. construction of quay and mooring structures, dredging and breakwater extension)

  • EPC contract 2: subsea pipeline works

  • EPC contract 3: onshore pipeline and above-ground works

The Marine Engineer’s main responsibility will be to deliver the day to day construction management aspects of EPC contract 1.

The Marine Engineer will in turn have the support of Safety and Technical Inspectors.

Site / construction management tasks will include, but not be limited to:

  • Intimate knowledge of AECOM’s project scope, objectives and drivers

  • Co-ordination of the AECOM team’s execution of project delivery activities in respect of the marine works through open and ongoing dialogue and documented meetings with the contractor, actively drive their progress to achieve adherence to the schedule/s, safety expectations and quality requirements

  • Where applicable, make suggestions to improve the contractor’s designs, schedule and sequencing of activities, procurement plans, construction methodologies, safety practices, reporting, etc.

  • Ensure as-built information is recorded and captured in as-built drawings

  • Report on observed environmental non-conformances

  • Manage on-site logistics

  • Manage contractor and client relationships and expectations

The Marine Engineer is a key member of the construction supervision team responsible for oversight of the marine contractor in accordance with AECOM’s consultancy services agreement.

The Marine Engineer will also support the CRE in their responsibility for delivering the consultancy services such that the project achieves agreed KPIs for client satisfaction, SHE, quality and finances and also adheres to all company policies and procedures.

Duties and Responsibilities

The Marine Engineer duties include but are not limited to the following:

  • Establish and maintain a full understanding of AECOM’s role within the framework of the project scope, objectives, drivers and risks

  • Establish and maintain a complete understanding of AECOM’s technical obligations under its consultancy agreement

  • In close consultation with the CRE, establish and maintain a full understanding of the Marine Engineer’s role

  • Support the CRE’s production of the project execution plan, HSE plan, construction management plan, quality plan, contract management plan, and other functional support plans as may be required for the planned and efficient delivery of the consultancy services.

  • Stewardship of the EPC Contractors to deliver the works in alignment with the overall project timetable.

  • As applicable, support the design review team / consultant in the review of drawings and technical specifications with particular focus on construction and construction safety related issues.

  • Support the client and marine works EPC Contractor with the procurement of:

  1. all statutory permits and licences required for the works to proceed

  2. materials, goods and services (especially identified long lead items) required to complete the works in accordance with project expectations

  • Monitor the Contractor’s delivery of the Works for compliance with the EPC Contract documents

  • Reporting for inclusion in overall project reporting to the Client

  • Participate in risk management workshops related to the construction of the marine works.

The Marine Engineer is responsible for:

  • Management of marine works site staff and defining and communicating their duties, roles and expectations.

  • Conferring with supervisory personnel, owners, contractors, and design professionals to discuss and resolve construction related matters such as work methodologies / procedures and construction problems.

  • Being fully immersed in the technical delivery and construction aspects of the marine works

  • Support the CRE’s mentoring and developing a team of site supervision professionals and making recommendations for specific staff training.

  • Reviewing and advising on the EPC Contractor’s Quality Plans.

  • Stewardship of the EPC Contractor to deliver the Works to the specified quality in accordance with the Contractor’s Quality Plans

  • Recording of any area of defective work identified and stewardship of the Contractor in implementation of remedial measures.

  • Supporting the CRE in taking action to deal with the results of delays, bad weather, or emergencies at construction site and stewardship of the Contractors in delivery of recovery plans, where deemed necessary.

  • Assessing impacts of proposed contractual changes of scope, schedule and cost.

  • Reviewing the Contractor’s daily activity schedule, reporting of activities and progress reporting.

  • Advising on the suitability of the Contractor’s method statements and materials proposed by the Contractor

  • Keeping a site record and photographs of all activities.

  • Reviewing and commenting on Contractor’s Health, Safety, Security and Environmental plans and auditing of working procedures. Stewardship of the Contractor to take action on site as deemed necessary to ensure safe working conditions.

  • Reviewing the Contractor’s temporary works proposals. Where deemed necessary, refer temporary works drawings to the design review consultant for review and comment.

  • Reviewing as-built drawings produced by the Contractor.

  • Stewardship of the Contractor in the preparation of Operation and Maintenance manuals.

  • Providing support and advice to the Client on Construction Management implementation and interfacing issues.

  • Liaising with the Client’s team in relation to on-going project progress, decisions and changes.

  • Report to the CRE on the status of construction progress, and discuss proposed decisions/changes might may impact construction progress, safety or quality.

  • Assessing progress against programme.

  • Support the CRE in managing the site staff including the planning, hiring, developing, mentoring and retention.

  • Interpreting and explaining plans and contract terms to administrative staff, workers and the Client’s team.

  • Coordination of revisions, changes and additions to contractual agreements with clients and contractors.

  • The candidate should have no reasons for a Ghanaian work / residence permit to be denied of them.

  • For ex-pat resources only: Be willing to support the project on a rotational basis (11 weeks on, 2 weeks off)Experience in West Africa an advantage

Minimum Requirements

  • Minimum 2 years of experience as RE or ARE on a dredging contract

  • Minimum 5 years of experience in construction site environment

  • Minimum 12 years of experience in civil infrastructure industry

Preferred Qualifications

  • Minimum Bachelor of Science in a relevant engineering field

  • Professional engineering status from a recognised international organisation
